Erica Boyden, Assistant Inspector General for Audit

Ms. Erica Boyden has been the Architect of the Capitol (AOC) Office of Inspector General (OIG) Assistant Inspector General for Audits since 2019. Erica previously served with the Export-Import Bank (EXIM) of the United States Office of Inspector General as the Deputy Assistant Inspector General for Audits and Evaluations. At EXIM OIG, Erica directed audits and evaluations of programs and operations to promote efficiency and effectiveness. Prior to joining EXIM OIG in 2014, Erica served for five years at the Department of Treasury Office of Inspector General and eleven years with other federal inspectors general and public accounting firms. Erica has managed and led multi-billion-dollar complex performance audits, served as the contracting officer representative for several multimillion-dollar contracts, and conducted financial statement audits for federal agencies, local governments, and Fortune 500 companies. Erica holds a Bachelor of Science in Accounting from Bowie State University.

Chico Bennett, Assistant Inspector General for Inspections and Evaluations

Mr. Chico Bennett has been the AOC OIG Assistant Inspector General for Inspections and Evaluations since 2021. He is charged with planning, directing, and overseeing independent and objective assessments of AOC programs and operations. These management and programmatic evaluations are intended to provide insight into issues of concern to the AOC, Congress and the American public. Prior to joining the AOC OIG, Chico served with the Department of Defense (DOD) Office of Inspector General as an evaluator and active duty military evaluator. Chico is an Army veteran and has served and deployed to numerous countries in support of various missions to include operations and planning, personnel management, and evaluations. Chico holds a Master’s Degree from the University of Oklahoma and a Bachelor of Arts in Political Science from the University of Hawaii.

Brittany Banks, Assistant Inspector General for Follow-Up

Ms. Brittany Banks has served as the Assistant Inspector General for Follow-Up at the AOC OIG since 2022, where she established and leads a division responsible for assessing the agency’s corrective actions in response to audit and evaluation findings and recommendations. In this role, she oversees a portfolio of follow-up reviews that provide insight into systemic risks, recurring issues, and opportunities for continuous improvement.

She is a Certified Inspector General Inspector/Evaluator® and has over 14 years of federal oversight experience, with expertise in audits, evaluations, quality assurance, internal controls, and policy development. Brittany began her career at the U.S. Department of Health and Human Services OIG, where she audited Medicare and Medicaid grantees and programs. She also conducted international audit work on the President’s Emergency Plan for AIDS Relief, assessing compliance and financial stewardship of global health initiatives.

She later held key roles at the U.S. Agency for International Development (USAID) and USAID OIG, where she developed financial management policy, supported enterprise risk management initiatives, and helped establish the OIG’s Quality Assurance and Review Division—conducting internal reviews of domestic and international audit operations. At AmeriCorps OIG, she led performance audits and managed contracted engagements in her role as a Contracting Officer’s Representative.

Beyond her agency roles, Brittany is an active leader in the oversight community. She currently serves as Chair of the Federal Audit Executive Council Audit Training Committee and previously co-led the Council of the Inspectors General on Integrity and Efficiency (CIGIE) initiative Connect, Collaborate, and Learn (CCL). Through CCL, she helped deliver and facilitate high-quality training to thousands of oversight professionals, expanded interagency collaboration, and enhanced access to continuing education across the IG community.

Brittany holds a Master of Business Administration from the University of West Georgia and a Bachelor of Science in Commerce and Business Administration with a concentration in Accounting from the University of Alabama. 

Abbey Tereba, Assistant Inspector General for Investigations

Abbey Tereba was named the AOC OIG Assistant Inspector General for Investigations (AIGI) in 2024. She is responsible for directing complex criminal, civil, and administrative investigations regarding fraud, waste, abuse, and mismanagement within AOC programs and operations, and AOC employees and contractors. She also coordinates with external law enforcement partners and federal prosecutors from the Department of Justice and various U.S. Attorney’s Offices. AIGI Tereba has been with the AOC OIG since 2020. Prior to joining the AOC OIG, AIGI Tereba served 15 years with the U.S. Capitol Police. She has managed and led investigations involving fraud, public corruption, violent crime and threats or unusual interests against Members of Congress and other statutory Protectees of Congress. AIGI Tereba holds a Bachelor of Arts from Kent State University, is a certified instructor for the Federal Law Enforcement Training Centers and is a former Crisis Negotiator.

Natasha Garcia, Assistant Inspector General for Operations

Natasha Garcia serves as the Assistant Inspector General for Operations within the AOC OIG. She is responsible for leading the Operations Division, and is charged with planning, directing, and overseeing projects designed to have an impact on agency policies, programs, and operations to include oversight and production of the Semiannual Report to Congress, annual statement on Management Opportunities and Performance Challenges, internal periodic risk assessments, annual work plans and the OIG Strategic Plan. Additionally, Natasha is responsible for OIG budget functions, data analytics, policy formulation, work-product cohesion with OIG branding, and external relations.

Prior to joining the AOC OIG, Natasha served for six years with the House Committee on Appropriations Surveys and Investigations Division as a staff assistant conducting studies and evaluations in support of federal appropriations and congressional oversight processes. She oversaw all aspects of report development to include research scope, design of data collection tools, analysis and evaluation of budgets, programs, and organizational policies in response to congressional inquiries. She also served for five years at the Department of Education managing multimillion dollar grant portfolios and supporting management and program effectiveness and efficiency. Natasha has breadth and depth of experience in data analytics, policy development, report design, and measuring internal effectiveness tools.
