Dr. Michael Rich was named as the Architect of the Capitol (AOC) Office of Inspector General (OIG) Deputy Inspector General in 2019. Prior to joining the AOC OIG, Michael was the Department of Homeland Security (DHS) OIG Office of Inspections and Evaluations program manager responsible for direction of special reviews and evaluations of the DHS’ 22 component agencies. From 2011 to 2015, he was the program manager for the Naval Criminal Investigative Service (NCIS) Directorate of Intelligence and Information Sharing and Multiple Threat Alert Center (MTAC). Michael is a Navy veteran who served and deployed to numerous countries in support of various missions to include intelligence analysis, production and oversight; antiterrorism and force protection; human capital management; and strategic planning and budget. Michael holds a Doctorate of Public Administration from Valdosta State University, Master’s Degrees from the Naval War College and the University of Oklahoma, and a Bachelor’s Degree from the University of Georgia. He is a Certified Inspector General, a Certified Fraud Examiner, and a Project Management Professional. Michael resides in Virginia with his family.
