Dr. Michael Rich was named as the AOC OIG Deputy Inspector General in 2019 and has been performing the duties of the Inspector General since 2024. He is responsible for the vision and strategy of the AOC OIG and maintains all day-to-day operations. Prior to joining the AOC OIG, Michael was the Department of Homeland Security (DHS) OIG Office of Inspections and Evaluations program manager responsible for the direction of special reviews and evaluations of the DHS’ 22 component agencies. From 2011 to 2015, he was the program manager for the Naval Criminal Investigative Service (NCIS) Directorate of Intelligence and Information Sharing and Multiple Threat Alert Center (MTAC). Michael is a Navy veteran who served and deployed to numerous countries in support of various missions to include intelligence analysis, production and oversight; antiterrorism and force protection; human capital management; and strategic planning and budget. Michael holds a Doctorate of Public Administration, a Master of Arts in National Security and Strategic Studies, a Master of Human Relations, and a Bachelor of Business Administration. He is a Certified Inspector General, a Certified Fraud Examiner, a Project Management Professional, and a Society for Human Resource Management - Senior Certified Professional. Michael resides in Virginia with his family.
