Luiz A. Santos
Mr. Luiz A. Santos was sworn in as Inspector General (IG) of the Architect of the Capitol (AOC) in July 2025. In this role he is responsible for conducting, coordinating, and supervising independent audits and investigations of AOC programs, operations, and construction projects to prevent and deter fraud, waste, and abuse. He also provides leadership and coordination and recommends policies to promote economy, efficiency, and effectiveness. As Inspector General, Mr. Santos also keeps the AOC and the Congress fully and currently informed about problems and deficiencies in the administration of AOC programs and operations.
Prior to joining the AOC, Mr. Santos served as Acting Inspector General of the U.S. Department of Labor, Office of Inspector General (DOL-OIG) beginning in January 2025, and as Deputy Inspector General since January 2022. In these positions, he oversaw more than $56 billion in annual federal funding for critical programs such as unemployment insurance, worker safety and health, training and reemployment services, pension and health care benefits, wage and hour standards, and economic statistics. He was also responsible for overseeing nearly $1 trillion in funding for critical pandemic emergency programs. He directed criminal investigations into labor racketeering, corruption, and the influence of organized crime in employee benefit plans, internal union affairs, and labor-management relations. His office also collaborated with law enforcement partners on human trafficking investigations.
Under his leadership, the DOL-OIG achieved significant investigative and audit outcomes, closing approximately 1,600 investigations that resulted in more than 2,600 indictments, 2,000 convictions and approximately $1.3 billion in monetary results. He also oversaw more than 150 high-impact audits, reviews, and evaluations that identified over $75 billion in funds that could be put to better use.
Active in the Inspector General community, Mr. Santos currently serves as a U.S. delegate to the International Public Sector Fraud Forum (IPSFF), representing the Council of the Inspectors General on Integrity and Efficiency (CIGIE) alongside experts from the Five Eyes intelligence alliance to exchange leading practices on combating public sector fraud. He also serves as the vice-chair of CIGIE’s Legislation Committee, helping to coordinate the Inspector General community’s engagement with Congress on legislative matters affecting oversight operations.
Mr. Santos has over 15 years of leadership experience in the federal oversight community. He was first appointed to the Senior Executive Service in 2017 and has held several key positions, including Assistant Inspector General for Congressional and Public Relations, where he led external affairs with Congress, the press, and oversight bodies. He joined the DOL-OIG in 2009, contributing to strategic planning, performance management, and agency-wide policy development.
Mr. Santos has received numerous honors, including several Secretary’s Exceptional Achievement Awards, DOL-OIG Excellence and Special Achievement Awards, and the inaugural DOL Willard Wirtz Legacy Award. Prior to entering federal service, he spent more than a decade in the private sector in the U.S. and abroad, specializing in business administration, project management, and communication.
Mr. Santos holds a bachelor’s degree and an MBA from Suffolk University in Boston, as well as international certifications as a Certified Fraud Examiner (CFE) and Project Management Professional (PMP). He is also a graduate of the Federal Executive Institute. Mr. Santos began his federal career in 2008 after being selected for DOL’s prestigious MBA Fellows Program, a two-year leadership development program where he supported a range of departmental offices.
Deputy Inspector General
Dr. Michael J. Rich
Dr. Michael Rich was named as the AOC OIG Deputy Inspector General in 2019 and has been performing the duties of the Inspector General since 2024. He is responsible for the vision and strategy of the AOC OIG and maintains all day-to-day operations. Prior to joining the AOC OIG, Michael was the Department of Homeland Security (DHS) OIG Office of Inspections and Evaluations program manager responsible for the direction of special reviews and evaluations of the DHS’ 22 component agencies. From 2011 to 2015, he was the program manager for the Naval Criminal Investigative Service (NCIS) Directorate of Intelligence and Information Sharing and Multiple Threat Alert Center (MTAC). Michael is a Navy veteran who served and deployed to numerous countries in support of various missions to include intelligence analysis, production and oversight; antiterrorism and force protection; human capital management; and strategic planning and budget. Michael holds a Doctorate of Public Administration, a Master of Arts in National Security and Strategic Studies, a Master of Human Relations, and a Bachelor of Business Administration. He is a Certified Inspector General, a Certified Fraud Examiner, a Project Management Professional, and a Society for Human Resource Management - Senior Certified Professional. Michael resides in Virginia with his family.
