Luiz A. Santos, CFE, PMP
Mr. Luiz A. Santos was sworn in as Inspector General of the Architect of the Capitol (AOC) in July 2025. The AOC supports the constitutional responsibilities of Congress and the Supreme Court of the United States by operating and preserving the United States Capitol complex, a central symbol of American democracy and the seat of the nation’s legislative branch. As Inspector General, Mr. Santos provides independent oversight of AOC programs and operations through investigations, audits, evaluations, and other oversight operations designed to detect and prevent fraud, waste, and abuse. He also provides leadership and recommendations to promote economy, efficiency, and effectiveness and keeps the AOC and Congress fully informed of significant problems and deficiencies affecting agency programs and operations.
Prior to joining the AOC, Mr. Santos served as Deputy Inspector General of the U.S. Department of Labor beginning in January 2022 and subsequently as Acting Inspector General. In these roles, he oversaw more than $56 billion in annual federal funding supporting programs including unemployment insurance, worker safety, training and reemployment services, pension and health benefits, wage protections, and economic statistics. He also had responsibility for oversight of nearly $1 trillion in emergency pandemic funding.
Over the course of his federal oversight career, Mr. Santos has led complex investigative, audit, evaluation, and other oversight operations focused on protecting taxpayer resources and strengthening the integrity of federal programs. His work has addressed systemic risks, fraud, corruption, organized crime, and other abuses affecting government programs and operations, including program fraud schemes, labor racketeering, human trafficking, and other serious criminal activity. Investigative work under his leadership has resulted in the closure of approximately 1,600 investigations, more than 2,600 criminal indictments, over 2,000 convictions, and approximately $1.3 billion in monetary results. He has also overseen more than 150 high-impact audits, reviews, and evaluations that identified over $75 billion in funds that could be put to better use and strengthened accountability across major federal programs.
Mr. Santos is active in the Inspector General community and has represented the United States in international engagements focused on strengthening public sector oversight and combating fraud, including through the use of advanced data analytics, artificial intelligence, and other emerging technologies. He serves as a Senior Lead for the International Public Sector Fraud Forum, partnering with oversight leaders from the Five Eyes partner nations to exchange leading practices for detecting and preventing public sector fraud. He also serves as Vice Chair of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Legislation Committee, helping coordinate the Inspector General community’s engagement with Congress on legislative matters affecting federal oversight operations.
Mr. Santos has more than 15 years of leadership experience in the federal oversight community. Appointed to the Senior Executive Service in 2017, he served in several senior leadership roles advancing oversight priorities and strengthening transparency, accountability, and program integrity across federal operations.
Before entering federal service, Mr. Santos spent more than a decade in the private sector in the United States and abroad, specializing in business administration, project management, and communications. He holds a bachelor’s degree and a Master of Business Administration (MBA) from Suffolk University in Boston, as well as professional certifications as a Certified Fraud Examiner (CFE) and Project Management Professional (PMP). He is also a graduate of the Federal Executive Institute and began his federal career through the U.S. Department of Labor’s MBA Fellows Program in 2008.
